With the dial puzzle, it's like one of those connect the pipe games, only you have to position the dials so the gas can flow through the pipes to the tank.
From what I can tell, you get them in the right place and then hit the button on the right..if they are correct, the gas will flow..if not, you have to carry on twiddling.
Of course, it would be helpful if it were clearer which way the dials should be then at least there would be something to aim for :o)

Note that i was talking about where the arrows point, not where you turn them. The puzzles change each time but they have the same solution

It doesn't matter if all of the pipes are positioned in some particular way, as long as there is a clear path from upper left to lower right. One of the T-pipes I went through only had two ends connected to anything and the third dangling in space, but the path went through those two ends so the third side didn't matter.

Walkthrough


SPOILER: (click box to reveal/hide)
Click on phone to answer it.
Click on crowbar beside the phone to pick it up.
Click on the panel box behind the car to open it and get the light bulb.
Click on the light fixture to install the bulb.
Answer the phone again.
Click on the first gas can.
Click on the wrench.
Click on the front panel of the gas machine.
Now try to make the gas flow through the machine. This works like the clock puzzle a month or so ago.
Press the top button to receive a green light.
Press the bottom button to have the panel fall away and return you to the garage.
Click the bottom of the green hose beneath the machine to attach the hose.
Pick up the crowbar again
Click on the tire to enter the next puzzle
Find the correct patch.
At this point my screen turned white, so I'm either at a bug, or the car was indeed ready to go and I won.
