there was a little green note on the side of the last code box that looked like it was supposed to help by translating two of the number characters, but still would never have gotten the last two digits.

@Pond Those aren't Japanese numbers. Instead, it's roughly equivalent to them saying A=1, B=2, C=3, etc.

I brute-forced the last two numbers after narrowing down the possibilities:

The last two numbers don't match the green notebook, so they aren't 0, 1, 2 or 9. Also, they aren't identical.

That leaves 25 remaining combinations. Trying them in order, the correct combination is the 12th:
