Can someone explain what the goal is for the number grid? I never know what I'm supposed to do with this type of puzzle. Also, does this kind of puzzle have a name?

Hi Shanners, it's kakuro. It just looks hard, but really isn't (hope my english is good enough to explain):
It's like crossword but with numbers. You have to insert numbers in a way they do sum up to the indicated numbers, but you must not insert two equal numbers in a row or column.
The solution for this one:

But I do have problems with the grid with the 9 different signs; and can't unlock the padlock.
Any help from anyone?

For the block of 9 symbols,

the "double-up" symbol should be on the 4 corners, and the other 5 spots should be the Star of David.
