:You know, I don't understand why in these games if you haven't seen the clue on how to solve a combination it won't even let you try. This actually makes it quite a bit easier to figure out what they're looking for, because once it WILL let you solve it, you know something you did recently is probably the key, that's how I figured out the bottom drawer in the center of the room (speaking of which, come on, a letter-number substitution? Be a little more creative.)
It's not like you can usually guess the answer anyway, who's gonna try numbers 0001-9999? Stupid idea to limit the player and usually it backfires anyway.

I can understand from the game designers' perspective why they make it so someone can't sit and just brute-force their way through some puzzles. (I won't admit to having done that, but I most definitely do lack the patience to try it for a 9999 or even 999 puzzle) Better the way games like this do it than have the puzzle just not solve, even with the right solution, if you haven't seen all the clues yet.
I think we're in agreement though, if you're going to use the brute force method to get through puzzles, what's the point of playing? Just take off any sort of restrictions. This is a small enough game that it isn't that relevant, but in larger games, part of the overall puzzle is not knowing what clue goes to what puzzle.

spoiler for bells: on top of the coloured beads count how many white beads there are, do down that string to the coloured bead that corresponds to that number, you should get the 4-colour code for the cabinet
