Cedric wanted the insurance for the diamond collar he bought it (quote from Nigel). The dog had lost him a lot of money (Philomena and Nigel confirm this). He had the opportunity: Philomena said he liked to golf and he hadn't been there for a couple of weeks, Popov said he had been going to the club less and less (probably due to money constraints) and that he left his golf shoes in the boot. From this you can deduce that Cedric wasn't at the golf club. Also he clearly didn't like the dog or his wife's obsession with it: He lost a fair bit of money from his canine painting business. Also, if you look at the visions the psychic has, the dog was taken from the house: this rules out Lupe, Philomena, Nigel and Popov who were not at home (popov), in the club or groomers (Nigel, Philomena), At the groomers (Nigel, Popov) and at the groomers (Nigel, Popov) respectively. Cedric was the only one with motive, opportunity and ability.
Hope this clears things up. I enjoyed the puzzle... it took a while with a lot of reading, but was fun. It lacked an explaination, definately.
